If Congress is insane enough to pass this through, prepare for mass non-compliance, possibly even at the state level.
One can only hope.
It's estimated that the ATF can handle 15,000 cases a year with the new staffing. If a single state openly defies them and refuses to enforce any gun laws, they won't have the resources to handle it. People will be cranking out machine guns everywhere.
There's an interesting approach pending in the Texas state house right now that would make it a crime for any officer of the state or below (city, county, etc) to enforce any federal firearm restrictions enacted after January 1. Force ATF to do it.
Another that makes any firearm, ammo, etc. that's made in Texas exempt from federal regulation as they are intrastate commerce.
I hope these things pass and in some other states as well. Be defiant and force them to come try to enforce themselves
