No, but I don't think we're anywhere near that level of crisis yet, nor will we be soon. That's just not how power changes hands. I don't see any of this as a civilizational collapse. Those tend to happen when civilizations are isolated. Typically, if a non-isolated civilization collapses, it's because people simply move. The civilization didn't die, just the old cities did because they couldn't adapt. That's honestly the worst case scenario of what's going to happen.
