Agreed, if as a local government you wish to ensure your citizens show some respect for the rule of law in a time when these new laws are apparently vital for public health and safety, I feel a good start would be for local government itself to show some respect for the rule of law rather than playing favourites.
BBQ (and pork) are seen as a working-class white sort of thing. This is a gimme-jun protest, must be allowed because waah, schools that tried to teach them to be civilized.
