Laws like this are solely for the middle class. If some massive corp. was to dump chemicals they get a slap on the wrist and pay a fiver or homeless junkies and just ruin it and they gov't will shrug. But the petty bureaucrats get off on the fear they can instill with a $88,000 fine and the sense of power by making them dance and jump to resolve it. Then they will prove how benevolent they are by reducing it down to 'only' $400 knowing they planted that seed of fear if another law is broken.

My money is on it being a troon that did it. I'd bet it's a self-insert of what the skinwalker tells himself is the "real" person it is.
