At my company HR policy prohibits us from extending an offer until we interview at least one "diverse" candidate.
We had a candidate who was a STEM PhD from one of the top 2 "Institutes of Technology" with extremely relevant post-doc experience, and we couldn't extend him an offer because he was the wrong race. Granted we may not have won that particular battle for his talents, but HR wouldn't even let us fight it.
