Culture is the hardest part. "Black culture" targets black kids, specifically and successfully. Being told you're acting white isn't such a powerful deterrent if you're, y'know, white (self-loathing soy bois notwithstanding) and all the rest. And vice versa non-black kids trying to participate in the culture are more often scorned and disrespected than welcomed.
So long as there's a thriving culture recruiting people largely based on both skin color and a willingness to conform to the culture, then the outcomes and effects of that culture become more and more superficially entwined with the skin color the more popular the culture becomes. Once it becomes mainstream then you end up with a lot more people taking the asshole route of the OP and just treating the skin colour differences as the sole cause of any self-sabotaging and destructive behaviour differences, rather than a targeting vector of a subculture that glorifies and encourages those behaviours, because, "eh, the stats mostly just line up with skin color" (if you squint enough to miss the details).
