Get some cash, buy a prepaid visa. Use the prepaid visa purchase and set up a prepaid cellphone(if required, some prepaids don't make you type in CC info.) Walmart's dumbphones/plans are pretty cheap. So is net10.
Activate your burner on public wifi and set your address to a random residence in the area that you will mostly be using it.
Pull the battery when your phone is not in use unless you are expecting inbound calls. Store in an old microwave for bonus tinfoil hat points.
I'll admit it's probably not the most secure way of going about things, but you asked hownI would do it, not the most bulletproof way.
Staff can leave, prisoners, I mean students, can not.
What if a student lives off campus? What if their battery dies? They drop the phone and it breaks? They're poor and can't afford a smartphone plan?
It's going to be funny when 2 weeks in all these kids get bored and buy cheap burner phones and then just leave the other phone their dorm room.
