No, it's the first thing. Australian Law is INCREDIBLY paternalistic. People always point to Germany for being a Nanny State, but I think Australia should be the ones that get that recognition considering just how many laws are designed solely for social "reformation" (aka manipulation of social attitudes). The government is absolutely treated like a parental figure here and it's pathetic.
