He's not wrong, but the quote suggests that this is a process originating with the people. When the people are just responding to a system that is rigged against them. You know that better than anyone, I think.

And I live in a country where 'the law' is that immigrants get to invade and commit crimes at will. Forgive me for not caring about either the law or its spirit. Doesn't mean I screw around with other normal people.
