My money is on the Chinese or the Israelis. Russia seems to be angling for a victory in Ukraine which means they need to be playing ball with America to some extent. Further unrest hurts us culturally and economically, which is more in line with the current interests of the other two.
Its the israelis. China gives zero fucks about civil unrest. They play a different game of honeypot and trade. Jews play the color revolution game.

I'm pretty sure I read something a couple months back here that linked Chinese money to woke project funding. The Chinese might not design this shit, but they will absolutely opportunistically pour gas on the fire of our civilization burning to the ground if they think it's an efficient means of weakening us and thus propelling them closer to their goal of being the global superpower.
I haven't seen that i usually see Chinese involved in espionage and bribery and political blackmail. But if you can find the link I would read it
