hydroxychloroquine and chloroquine are both anti-marlarial medications. I wouldn't say completely safe because they're known to have a narrow therapeutic index but can be used safely with correct dosages.
Ex :
Hydroxychloroquine is regularily used to treat Lupus (auto-immune disorder ) and the patients have to be followed for risk of cardiac problems and stop treatment as first hints of vision damage.
It's a question of after how much of it will you start losing vision, or have heart problems ( usually several years of treatment, after which patients have to switch to different medications, that might not work as well and have other side effects )

If you can prescribe it to pregnant women, it's as close to perfectly safe as a medicine can be.
