Hitler didn't want to genocide the jews, he just wanted to deport them to Madagadcar. The war made that difficult, and the labor camps suffered from late war resource scarcity. Hard to give prisoners enough food and medicine when your own citizens are lacking.
There were early Zionists in Germany who were fine with moving into what was then Mandatory Palestine. Look up the Haavara Agreement and the early days of the Stern Gang/Lehi (and why they used German weapons)
