It has quickly risen to the level of not just massive misappropriation but obvious embezzlement. Leftist governments aren’t simply tacking on unnecessary spending. They are redirecting and stealing critical infrastructure money in order to fund pet social projects (with kickbacks for friends and family). We have literal criminals and thieves operating governments in the west, same as any other third world shithole, and it’s getting people killed.
