I remember seeing documentaries and news shows about this as a kid. (stuff like 20/20) A White man will have kids with a Jap woman and bring them to the states, then she leaves him and goes back to Japan with the kid. He's SOL then and in some cases men would travel there and abduct the kid back. In Japan the state rarely gets involved in parental disputes, regardless of custody. Japanese don't even have the concept of "parental abduction" and didn't see it as a big deal. Even if the police go get the kid to bring to the other parent, they don't charge anyone with kidnapping.
For some reason Libya was another big target of those shows. They would follow women whose children were "abducted" by their Libyan fathers, so I guess the law was the same there or maybe always sided with the father.
