They're just bad people who have maneuvered themselves into a position where no one can offer them consequences for the evil deeds they do without going outside the law.
Ken Akamatsu, the mangaka of Love Hina and Negima! series', successfully was elected on the platform of protecting creative freedom in Japanese culture (especially anime, manga and games).
I don't know what he has done so far, but this type of stuff in his purview and others that successfully pushed otaku angles in their electoral candidacy. I hope they do their jobs; DLSite, DMM/Fanza, and others are some that have not bent yet (hopefully never), despite the pressure among numerous angles including alternative credit cards and PayPal.
