When globohomo refers to Japan and Indigenous, they're usually referring to the Ainu in Hokkaido. And sometimes in anime, you'll see the rare dark-skinned native Okinawan/Ryukyu Island natives, which are supposed to count for DEI Indigenous points.
I'm not knowledgeable enough on this subject to comment beyond that. I will say that there's a lot more media featuring Ainu than there used to be. I strongly suspect that this is the direction the upcoming Ghost of Tsushima sequel is heading in.
And the sami are the only indigenous population in Europe.
My ancestors followed the ice as it retreated and settled Norway long before the sami came here, yet I'm not called indigenous and they get preferential treatment in law.
