To be fair, no game using Creation has launched in 1.0 state. Whereas I can install UT or UT04 from a disc without internet and have an incredible time.
...didn't Unreal Tournament 99 come with a note apologizing for all the bugs and asked you to download a day one patch?
Oh, geez. I don't actually know. I only ever bought the GotY editions.
LGR did a retrospective on Unreal, UT99, and UT04 and one of those had said note, can't for the life of me remember which one though.
It wouldn't surprise me if UT03 had something like that.
