More likely whoever conducted the auction will be investigated. Unless they have PC to look into possible collusion.

They will. The organizers set it up so that all but two bidders were eliminated from participating. This only helps the bidders, and not the organizers themselves. They didn't decide to drastically decrease their commission for no reason.
