I took down my post for bad information. Looks like most comprehensive business insurance policies do cover "civil unrest", but after the Summer of Floyd they've been working at turning civil unrest into a separate policy.
That said, places like Minneapolis either have prohibitive premiums or are straight-up refused insurance given the chimpout risk. So no, businesses won't be moving back in.
