I couldn't tell if it was a parody Harris oflr the real Harris from the title.

This is honestly why I'm in favour of just breaking ALL the tools, the Dems default is to cheat and maliciously use the tools to stop opponents, better to just remove the tools like the IRS, ATF etc so the people have more power to fight against them.
