No incentive. That's basically it. Years ago you had to learn the language because no one coddled to you. You were expected to know at least a modicum of English to function in society.

Also people came here with the idea that they were going to become American and being American meant speaking English. My parents grew up in households of Italian immigrants and never learned italian because "you're in America, you speak English."
