Squatting is rarely charged and only a misdemeanor in some states. Usually it’s just a civil charge which is why it takes so long for any progress.

I was gonna say what's this ridiculousness about crime? Nonpaying tenants have rights under the law. It's the LL committing a crime by raising rent.
