I think the best way to do a Joker sequel would have been a transition from the grounded, grimy psychological drama of the first film to the unhinged surrealism of an actual comic book villain story. Make it a full-on cult horror movie with Arthur as a fast-developing lunatic leader.
Watching Anchorman and taking a shot every time someone says "Ron Burgundy" would be a better idea than what was done, and that's probably going to be lethal as it gets said at least 60 times.
