Multi-culturalism is always a problem, because multi-culturalism requires segregation and parallel societies.

Other populations have two choices:

They can assimilate into the larger population
They can accept being an "eccentricity", where they are still integrated into the larger society as a whole, but are never a sufficient challenge to it.
