We don't get the full context of the joke. I will say him saying it while doing a Trump impersonation is probably more of a shot at Trump than Trudeau. The people are laughing at Trump being mocked not Trudeau.

Gillis isn't some righty comedian. People keep trying to paint him as a righty comedian but he's not.

You are correct that it's a Trump impersonation, but I'm not sure Trump is actually being mocked, I enjoy Gillis's Trump impersonation and I'd laugh rather hard at a Trump calling Turdeau a faggot.
