The vast and sweeping majority of these are going to be detonating on people who are specifically working with them. Really, the question needs to be about whether or not you want to target Hezbollah's non-militants. Yes we call it a terrorist organization, but it is also a full fledged political party in multiple states. Killing every single person in a party is wildly broad. So, the real question is: how does Israel know which of these numbers to target? I don't have an answer to that, but it doesn't seem to be a full scope, because they seem to be targeting specific cities.
