if they're not completely supportive, then they're completely incompetent and ought be receptive to being evacuated/selected through by the invading force so as to get rid of the combatant force in their midst they don't want there.
if they're not supportive, incompetent, and not receptive, then you have to revert to the medieval tactics of just killing civilians if you feel like it, otherwise your war is literally impossible (as we saw with the US having to leave the middle east instead of glassing it). the idea of civilians being sacred is a modern development, after all.
of course, this is all philosophical musing and speculation. i'd much rather the mohammedans win, they're an easier enemy after israel is gone.
This also presumes good faith on the part of the forces pushing the evacuation. At this point I see a concentrated effort of genocide perpetrated by OUR GREATEST ALLY.

I also like from a few weeks back "Hey, I know we've been shooting you all for the last several decades, stealing your land, and bombing your evacuees, but let's have a cease fire so we can give your kids injections."
