If even 1% of the general population is anti-semitic that is approximately 3.5m votes (but it could be 35m+ votes at 10%+ and such).

In the case of Trump, I think he's also saying these things for the sake of his Jewish friends and relatives. He's a guy who appears to be easily influenced by his advisors.
