Last I heard targeted harassment was against X terms of service, so why hasn't the accounts doing this been suspended yet?

Because it's (d)ifferent. Same as always.
communists are okay with gulags because if you won't accept re-education, you must be enslaved, and if you won't work while enslaved, they will just starve you to death or execute you. that's how communism works.
and they're perfectly okay with these awful behaviors, so long as it's used against their political opponents.
