Gypsies make less then 3%, the main minority in Romania is Hungarians 5.25% (according to Wikipedia). From the looks of the architecture that is somewhere in the West of the country since they look more Hungarian then Romanian.

I'm willing to bet that specific area has a few Gypsies if that.
