He wrote himself in a corner and has no idea how to give it a satisfying conclusion, especially considering the fan backlash to the ending of the HBO tv show. He's too proud to admit that he doesn't have the skills to do so, and doesn't want to be alive to see a better writer tie all his loose ends into a cohesive whole. He'd rather leave all of his three-decade long fans in the dark than see someone else steal his thunder.

Funny thing is that if they didn't rush Daenerys' descent into madness the fans might of taken it a bit better. And not have the night king die to Arya after building up the confrontation with John Snow. And not had Jaime completely reverse all the character development he had in the later seasons by going back to his sister...
Not to mention Varys and Littlefinger turning into pathetic morons the moment they ran out of canon content for them. The perfect example of writers being incapable of writing characters smarter than themselves.
