This is a known gambit, it first started with smugglers intentionally capsizing boats with the Mediterranean coast guards being required by law to rescue and transport the migrants back to Italy or Greece/etc. this then started the insidiously funded NGOs to “volunteer” services to a now overwhelmed coast guard, funny how that worked.
