Wholly dependent on US Government spending.

I don't think this is actually true any longer.

ALL launch providers are and have always been dependent on government contracts to some extent. SpaceX is less dependent than the others, and with Starlink could probably continue independent operations without any government contracts. In any event space exploration and US military dominance of space is one of the few things worth spending tax dollars on.
