They don't even have to launch as many satellite and they still can't get enough upmass to start offering service. They kept buying any launch provider but SpaceX, even Roscosmos, at least until Ukraine happened. The UK govt would probably love to jump at an excuse to force Oneweb to launch on Ariane again. Extreme protectionism is the only way for them to keep Arianespace profitable.
