There, fixed that for ya. Average IQ for American blacks under 40 is now around 82. Statistically speaking, about 2/3rds of under-40 blacks qualify as "legally mentally handicapped."

You beat me to it. The average IQ in a lot of SSA countries is literally below 70 which historically has been considered retarded. And the other nations aren't much better. Aside from SA whites and North African Arabs, the IQ in Africa is bleak.
