When I was growing up in the PNW, there was one high school that had a majority black highschool. I went to it. I was informed of it at any event I participated in.
There were black people, but it was rare. Heck, 11 years ago I had to ask a lady at a Denny's in Portland near the Convention Center why she was acting so stereotypical. She confessed there were so few black people in Portland that people expected her to be stereotypical. The actual black culture had parts of the south in it, but they were also proudly North Westerners with their own things.
So, this amount of people showing up and doing crimes is not natural. There wasn't enough black people.
