It's both.
It's incompetence, and intentional allowance. That's my theory at least.
Most on the ground agents were legitimately incompetent. Higher-ups and planners were in on it, as well as potentially the sniper team.
I'm also wondering if there was a second shooter. If - big if - the information that the shooter was confronted by an officer seconds before the shots is true...it turns a pretty good shot into an amazing shot; assuming the confrontation is true (again, stressing that that's far from certain), it becomes harder to believe that he got so close to a headshot under those circumstances.
Crooks was almost definitely a patsy, and was killed as planned. Whether or not he was the primary shooter, and the one who winged Trump, is still up in the air.
