The most plausible theory, imo, is that the deep state makes extensive use of AI and computer simulations, and that their models show a successful Trump assassination would trip a second civil war - one that they would ultimately lose. Otherwise, they’d just remove him from the board in one of a dozen untraceable and more reliable ways.
