I think there is a big difference between a work of fiction, marketed as fiction, that attempts to be historically accurate to the setting, and historical facts,

A work of fake non-fiction, that lies about history, tells a story that pretends to be true, but then hides behind 'its just fiction, chill out' to deal with critisisms.
It’s a classic motte and bailey. Historical accuracy is obviously a major selling point for the franchise. A black samurai makes no sense in this context. If they wanted to make him a one-off side character, it would still be stupid. The fact that they made him the center of the entire game is nothing less than an overt and deliberate attack on Japanese culture.
Could you give some examples, so it's clear what you mean? The first category would be games like HOI4 and Crusader Kings, but I'm not sure what you're putting down for the second category.
