Right, but when you don't consider something's high quality a necessity you can do what you wish with it. Neglect it when you want to, destroy it when you think it wise, etc.

The root being they consider themselves invincible and thereby a "strong military" isn't necessary, so whatever little thought goes through their mind they can run through it to see what happens. The lasting damage is negligible because they don't need that protection.
