There isn't any direct quote from her in the article about it, and a MTL of the link to the bill in Japanese makes no direct mention of it either. So it seems to be entirely an invention of the journo writing for this website, while she herself puts it as:

criminalizing the production, distribution, dissemination, offer, sale, access, viewing and possession of images and depictions of children, or persons depicted primarily to look like children, engaged in explicit sexual acts, or depictions of the sexual parts of a child's body for sexual purposes

So while shota is technically covered by that, she isn't actually acknowledging it either as further up she complains:

So no, its just a feminist who is using the word "children" to emotionally manipulate, but is only really concerned about girls still. Just American journos still being completely worthless and translating so badly that it adds a bunch of extra to the words being said that doesn't actually exist.
