My question to that is how do you avoid or work around the myriad of surveillance systems that exist nowadays? I would assume that there are some homes or street intersections with cameras between myself and a hypothetical enemy.
One aspect of that is there's a difference between detected and identified.
Unless there's total coverage that you can't reasonably just travel away from, you can be on the odd camera and still be an unidentifiable individual approaching from an obscure part of town. Securing anonymous yet inconspicuous means of transport and creating a large gap between being tracked to being untracked are the major considerations I would imagine.
People need to learn how to move undetected and handle these people silently. It's really not that hard. They have names and addresses.
