Wouldn’t be hard. They release a DLC pack with a map, a monster, and a few survivors with broken perks once every couple of months for $7 and it’s pretty easy money. They don’t honestly need 96 employees. They need 5 max. The AI would be best used as management replacement.
They do need 96 employees, but all of them need to be in coding and bug fixing to get the game to a point where it should be acceptably given its fucking spaghetti under the hood.
But instead that's been like 4 dudes while the rest were in art and dilation classes.
