IIRC, the current Rogers/CBC simulcast deal has all advertising revenue from CBC simulcast games going to Rogers.
So from CBC's perspective, I can see why you'd go with the pittance of revenue from CanCon drivel rather than airing high ratings hockey while earning zilch.
The CBC gets $1.5b from Trudeau every year regardless of how well it does, they recently begged for and got more from Blackface. If they had shows worth watching, promoting them during the game could benefit them more than a Just for Laughs rerun.
