A note about civic duty and the Starship Troopers ideal: Service guarantees citizenship. It would be totally reasonable to tie the franchise to some kind of voluntary service done on behalf of your fellow countrymen. It's not reasonable to have compulsory service that doesn't grant you anything except what everyone already gets for free. That's called being a slave.
A woman had a duty it would be as a mother, wife, raising the next generation of children. Most cannot even manage being pleasant.
You need a country that does not hate you and just wants to tax your labor to fund their bureaucracies.
A year of National Service could be good. Israel does this. But the conservatives are out of touch (cannot read the room) if they think anyone loves a country that no longer cares for the native British.
