Africa is full of resources. They shouldn't need government support from anywhere but their own government. Even with the Chinese pillaging it today they still have a crazy amount of resources
Because they expected the Chinese to act the same as white people. Build shit for everyone to use and give them gibs.
They are sorely mistaken. But as long as the Chinese bribe the top officials they'll look the other way at anything happening.
