Not saying it's compassionate or empathetic, only that giving to the homeless = more homeless while taking from them = less homeless, same as literally any other demographic in the world.
If I gave record spending to people who waste money on gacha games, guess what? Gacha game whales would go way up. If I give record spending to people who buy carrots at the grocer, we're gonna have a shortage of carrots from the additional people. You give record spending to the homeless, well, same deal. It becomes a more lucrative option compared to, say, waiting out a bad situation at home until you amass enough currency to drop some rent down-payment.

We are also beyond the point of humane solutions when the Homeless are living in a country where life has been drained of purpose and as such drugs are all they have left to live for.
