I agree EP but HR have to make sure that everyone gets to say their piece and weigh in on the value of what is presented as a means of showing arbitration with Restorative Justice and perhaps a means to professionally develop that employee prior to making sure they won't get sued for not doing so afterwards after they are let go.
A huge pile of crap for something like this but that's the way the bureaucracy works in the West these days.
