Much though I don't like this, it's not that unusual (apparently the Jewish Quarter in Uman has been like this for quite some time) - Burwood in Sydney (Chinese) - you'll struggle to find a single shop sign or newspaper in English. Or Harris Park (Indian), also in Sydney. Or Moorooka in Brisbane (African). Or Sunshine (African) and Footscray (Chinese) in Melbourne.
The point being... Ghettoes are bad, regardless of the group that forms said ghetto/enclave.

On the Jewish point, however... You should see how segregated the Orthodox Jewish communities in Melbourne and Sydney are. They pretty much do their own policing, at this point, and when shit goes bad (cough Maika Leifer cough) they just flee to Israel to escape prosecution...

They aim for this. The modern state of affairs where they are mostly not permitted to be a law unto themselves is historically the more abnormal one. People know and worry about sharia but are mostly ignorant of talmudic tendencies:
