Well yeah that's a lovely ideal to aspire to. But the bellcurve is a much closer reflection of the reality of biology. Unless you believe social skills have no element of biology in them then there will always be a random variance of more and less socially capable individuals. Planning a society that can't accommodate for that is planning for a society that only works in your head.
It is very much achievable just not with any modern western format nor any ''democracy'', some very drastic changes would have to occur, which would mostly just consist of undoing what the certain heretics have been doing for the previous decades, call it, fat trimming... I'm not sure where you're from nor how old you are, but it's very likely that either your grandparents or great-grandparents lived in an entirely different society which was generally much more well-adjust, at least I know mine and many other's did.
True, however the amount of ''less socially capable individuals'' has done nothing but artificially increase over the decades, the imperial japs weren't a bunch of useless losers with ''social anxiety'' who spent all day inside drawing cartoons, the same way I can see it in my country, so many Finnish people are introverted alcoholics among other substance abusing, useless good for nothing retards who live off of unemployment, our grand and great grandfathers were not like this, despite having went through invasions, famines and extreme poverty, they instead prevailed and built a once great country, while the current generations are undoing all of their good work.
